Possibly. Though I suspect that (since it has been depricated) level used to denote the 'level' of the building as if upgrades had been applied to it (much like Warcraft III where the default base would be level0, the upgraded base level1 etcetera etcetera. --Shadowcode 06:48, 4 Jan 2006 (PST)
