Description
Sets all feature settings of your Creature (0 = disabled, 1 = enabled).

Format
It's a per-line format. Each line representing one feature, plus whether it is enabled or not.
A, B, C Action,AttackTroopsWithIce,0 Action,BreakRock,1 Desire,desire to stay in friendly territory,1
A: Action or Desire
B: Name of the feature
C: Setting (0 = disabled, 1 = enabled)
